A few words regarding your Notice of Value
Determining the value of your property within Teller County is one of the
duties of the Assessor’s Office. The four major tasks of the office are to
Discover, List, Classify and Value all property as required by Colorado
Statutes. This must be accomplished each odd numbered year by publishing and
mailing a Real Property Notice of Value (NOV) on May 1st and a Personal Property
Notice of Value (PPNOV) on June 15th of the same year. The Current Year Actual
Value (“Estimated” Actual Value) that appears on your NOV is the result of
analyzing residential real property sales that have occurred over a two-year
period (July 1, 2006 through June 30, 2008). In order to collect enough sales
data, Vacant Land and Commercial is analyzed over four and five year periods
preceding June 30,2008 respectively. In compliance with state standards, the
resulting sales data is utilized to build a statistical Model of the market.
Subsequently, the Model is used to value Real Property, Vacant Land, and
Commercial Property.
Accompanying the NOV is an appeal form. I will hear objections
concerning valuations during the period beginning May 1, 2010 extended through June 1,
2010. Any property owner having a question concerning the NOV should call this
office at 719 689-2941. If you file an appeal, I will mail the Notice of
Determination (NOD) on June 30, 2010. Taxpayers who are not satisfied with my
decision have the right to appeal to the County Board of Equalization (CBOE) by
July 15th. If you disagree with the CBOE there are three additional avenues for
further appeal: The State Board of Assessment Appeals (BAA), the District Court,
or Binding Arbitration.
The Assessor’s Office is available from 8:00 AM till 4:30 PM, Monday thru
Friday (Holidays Excepted) to aid and assist you in any way possible. Although
we do not control your level of taxation, we do strive to make sure that your
property is valued correctly. The Actual Value of your property, and its
proportional share of the total value of the county, controls the proportion of
taxes you pay.
